Answer: Kiyone the galaxy police officer doesn't exist in the OVA canon.
(Unless you count her cameo in DUAL!)
Actually, she was in canon at one point thanks to episodes 11.8 and the like... she appeared in the pc engine games which were supposed to be what explained what happened after night after the carnival. but it seems it has been reconnected with OVA 3. she also was in the mihoshi special....
Now she is only technically someone who lived millions of years before Tenchi on dual's earth and died.
