The seed project was a life seeding bioweapon that the people of dual's earth used to spread humanity around the galaxy, The Washu bioroids nearly wiped out all of life in the galaxy, and what life was left assumed extreme adaptations like the species Janis in Aggaruter is from.
When the two worlds were reunited at the end of dual kazuki went into space with Zinv and presumably learned of this general drought of intergalactic life. It is stated in GXP 14 that other seed projects had been done by other races before and the Wau's and other more exotic humanoids, seem to be one example of that. So presumably Dual's civilization developed or got a hold of that technology eventually and seeded the galaxy. they then went on to be known as the great prehistoric civilization. all the artifacts of that civilization like rotary phones and such are usually the reason for various oddities throughout space. things like japanese being a language on multiple planets and tenchi's earth being similar to duals are all said to be due to the seed project, the life it seeds often echoes the originating civilization.
