How are they connected:
When kami tenchi lost hold of female kagato she spawned somewhere earlier in the timeline, she was found by Noike's mother, she had dr.clay illegally deage her so that she could try and keep her boyfriend and oddly this gave her green hair... just like seto who also de aged from naja oddly enough... and this split her personality in two giving her a new dominant personality of noike... just like seto and naja. at the end of ova 3 they simply fix the split.
They are the same person with the same astral and everything.
Noike is kagato so Seto kind of adopted her own clone.
