Unlike the people living in the various space nations, pirates rarely gathered in one place.
The act annihilating them was equivalent to picking needles out of a giant hay stack.
Efforts to eradicate them were impossible no matter how much strength and personnel were put to the task.
That's why the GP only tried to protect their luggage from the attacking Space Pirates by hoping they would attack decoys, annihilating them was a pipe dream.

As a large ship it would be difficult to concentrate fire power on the small Ryo-Ohki. Regardless of the rest of the fleet, the planetary scale ship would be it's main enemy, and the large weapons would be hard to directed at Ryo-Ohki. Moreover, if it was equivalent in power to a royal ship, there was a high possibility of it having a teleporting ability.
It would be nearly impossible to concentrate firepower on small ship that was moving unpredictably.

but if they were to catch it off guard and detect it early and respond quickly victory would be achievable depending on how things went, it would depend solely on their own luck.
