But I think there is more to it then just tenko and Ryo-ohki jr.
I think this is Ryoko fused with Tokimi and possibly a spoiler for the very end of Tenchi itself.
First lets look at Ryoko, She's older then she is in if when she married tenchi, not only does she have all three jewels she wears them as earrings, not internally.
If, she is using their power at all, she has absolute mastery of them because in yosho she went out of control just because one of them was removed and she couldn't balance the energy inside of her.
but wait... what happened to her hair... she lost her bangs, and gained vines... and flowers... and 4 golden orbs... ones even in her forehead... wait a second.
who has that...

... ok so she has 4 gems placed in the same place as tokimi that proves nothing... you may say.

As powerful as Tsunami.

Even if she has all three jewels, she cannot use their power fully. Her body could not cope with the sheer power. Ryoko is still growing. When she matures into a perfect body, she and Ryo-oh-ki will be able to use the full power of the jewels. Then she will have sufficient power to match that of Tsunami, who can create ten Ko-oh-yoku. Yosho could beat her in ep.3 (700 years ago) because she was still imperfect.
So eventually Ryoko has to grow in some way to be able to have as much power as Tsunami... but there's more...

The first time Tokimi ever appeared in anything she looked like the Choushin version of Ryoko.
So why does do I believe this theory works and why do I believe that it's from the true end of Tenchi?
Because Tenchi is a god, and we know from him being absent when Misaki goes crazy in the future that he doesn't stick around on this plane of existence forever.
Ryoko wouldn't accept that, Ryoko says she belongs wherever tenchi is after all, so the only way for her to ascend dimensions with him would be to obtain divinity of her own and if she did that then neither of them would have any use for either heaven nor earth.
and that's just too poetic. I gotta believe.
