Originally the reason the Galactic Federation was established was to combine the wisdom of the royal academy of Jurai with the strength of the second most powerful country,Seiniwa, via Mikumo Kurumitsu's private army.

Because the Private military was his alone, his death would be a great event that had the potential to alter the power structure of the Galaxy Police completely.
